1. This is probably a modem error.Check the connection and Network settings.

2. Make sure modem is setup properly, try inits, check for updated drivers, remove and reinstall modem driver.

3. Lower the Fifo buffers. Lower port speed to 57600, making sure the checkbox to "only connect at this speed" is unchecked.

4. Reboot.

5. Check for line noise.
